Один из главных показателей, характеризующих финансовое положение страны в определенный момент времени (не валовыми, а чистыми они называются потому, что не включают краткосрочные обязательства по выплатам в данном году). Это та часть денежной базы, которая обеспечена золотом и конвертируемой валютой, тогда как чистые внутренние активы – это напечатанные, менее надежные деньги. Когда Центральный банк предоставляет кредит правительству на финансирование дефицита бюджета – он наращивает чистые внутренние активы. Когда же ЦБ скупает валюту, чтобы не допустить удорожания, роста курса рубля по отношению к доллару – он накапливает чистые международные резервы. И наоборот, они сокращаются, когда ЦБ продает валюту . выплачивает внешние долги и т.д.. Сведения об объемах чистых международных (золото-валютных) резервов стран мира регулярно публикуют Всемирный банк, Международный валютный фонд и другие международные организации. В последние годы Россия прочно занимает места в первой десятке стран, обладающих наиболее крупными ЧМР.
